HSC Director’s official report on the history of the Commonwealth Secretaries General

Written by Dr. Dwayne Ryan Menezes exclusively for the Commonwealth Human Rights Initiatve (CHRI), this is an evaluation of the Commonwealth and the five Secretaries-General that have led the organisation for the past half-century.
