This paper intends to provide Her Majesty’s Government with a comprehensive overview of the international legal framework regulating the use of military force by sovereign states and highlights some of the current issues which exist within the context of military intervention in order to assist the House of Commons Defence Select Committee in developing an effective policy to guide decision making in respect of future military interventions.

This paper principally focuses on the use of military force for humanitarian purposes and the concept of pre-emptive self defence.
